Temporary vs. permanent BMPs

Temporary BMPs are installed during construction and removed once the site is stabilized — silt fence, inlet protection, and construction entrances fall in this category. Permanent BMPs remain in place after construction: bioswales, infiltration trenches, rain gardens, and underground detention systems. Many sites require both phases, and the temporary controls must meet the same engineering standards as permanent ones — a common error is treating temporary controls as afterthoughts. MDE and DDOE both inspect actively during construction and will issue NOVs for inadequate erosion and sediment control.

What to expect during BMP installation

We start by reviewing your approved erosion and sediment control plan — the document issued with your grading permit that specifies exactly which BMPs are required, where they go, and in what sequence. If you don't yet have an approved E&S plan, we can walk through the permitting process with you before any work starts.

BMP installation on construction sites happens in stages. Perimeter controls and construction entrances go in before grading starts. Sediment traps and basins are installed before major earthwork begins. Inlet protection follows once storm inlets are within the disturbed area. We coordinate the installation sequence to match your grading schedule rather than working around it after the fact.

After installation, inspections happen on a regular schedule — in Maryland, the local Soil Conservation District inspects after storm events and at set intervals. Controls include tight silt fence, properly seated inlet protection, and fully stabilized construction entrances. A failed inspection stops your project.
